Most of the info is for intersections or with a shared turn lane, which are not the same. The only photo I saw that addresses the divided highway is Delaware, which says to go to the right.
Turning in the middle of a divided highway is more similar to a shared turn lane than to an intersection. In an intersection, opposing traffic generally turns left at the same time when the way is clear or on a green light. There would never be any need to cross; you’d have to go out of your way to do it.
Ok, here’s my try at explaining why the FB post is correct, without being able to draw diagrams and arrows.
The red car turning left is the first/left photo is in the wrong lane for where it wants to go; it is in the left lane but needs to drive on the right side of the road it is turning left onto. Likewise the yellow car.
If instead the other hwy is divided as well, the red car still should be to the right to start out in the slower right lane after crossing traffic. And if it is meant to be divided the other direction, one of the cars will be entering the wrong side of the roadway.
