Ack, yes that would bother me! I don't at all mind people handwashing normal indoor hands over dishes...like while cooking, before eating, after cleaning the kitchen (with food safe cleaners like dishsoap, vinegar, baking soda), because that's no worse than the food on the plates to begin with, but I draw the line at chemicals or grit. Kids coming in from playing in a sandbox, for example...just no.
