Online standardized testing? and report cards?
We do not do testing.
However my oldest is being assesed for developmental issues and while they know I homeschool, they want some black and white results as tools to help understand where he is academically without having to waste all their time on that. I know they have a public school mindset and I do not have the time to bother educating them. I need to work with their paradigmn. So I need some tests for reading and math similar to standardized testing. We call him 3rd grade. Also since I do not do report cards, what kind of report can I give for that? Is there a template I can fill out that has more than just places for grade leters?

Hmm... I remember when I was homeschooled taking the Stanford tests every year (math and reading).
As far as a report of some sort goes, do you have any sort of set goals for the year (kind of like standards of learning that your state might follow)? Perhaps you could take a look and see if you've touched on any of the state standards and give him a mastered/not yet mastered mark by certain standards? http://www.cde.ca.gov/be/st/ss/vagrade3.asp

You can also take the CAT (California Achievement Test); parents can give it.
It is not on-line but turn around from order to receive is about 2 days and it is scored fast. it is $25 from Seton Homeschool and is a nationally recognized norm referenced test. You would give him the 3rd grade test. (Now the one from Seton is ONLY Math/ENGLISH-- you have to order it from somewhere else (maybe Calvert) to get the other areas. BUT for 3rd grade they are mosly interested in Math/READING anyway (We use it like many other families in our area to meet NY state's end of year assessment requirements.) Stamford does have specific requirements for administration that the CAT doesn't. 4th-8th grade-- their is the PASS test- nationally recognized and designed for homeschoolers.

all the previous years TAKS tests are online. You could easily use one of those. http://www.tea.state.tx.us/student.a.../online-tests/ I'm not fond of the test, but it's free and easy to get to.
You probably want to choose the TAKS-M, fwiw.

It might be too fast a turn around time since you don't have it yet. You could call them Monday and see what they could do- but since they are in VA and your in CA the mail isn't that fast! (But they might be able to do something ) If they want a national test-- you could give it to him and make a copy of it and show them his raw scores at the meeting. (They are easy to correct yourself just to see what is right and what is wrong.) I have my 3rd graders sitting in the kitchen- she has two more sections to take There is Math computation, Math Reasoning, Reading Comprehension, Vocabulary, Language Mechanics and Language Usage. Each section has 20 questions. The Texas option is good. (NY has something similar- previous years are on-line.)

I don't think they care where the test is from and who scored it, they just want some numbers to put down so that I can say his reading level is at X percent and his math at Y.

Heather, 3rd to 5th grade is a common time to be diagnosed with dyslexia ds is 9.5 and just diagnosed a few months ago. He even went to a reading specialist that insisted he wasn't dyslexic so I wouldn't worry about that.
Usually they start "one on one" remediation and give it a school year to work before calling it something else.
