Paying back the amount taken is obviously appropriate, but much other than that starts to get punitive (like paying extra or doing his brother's chores which will inadvertently build resentment against his *brother*, not the act of taking money). Logical consequences (not punitive) would be that he cannot control himself around money, that means a grown up gets to hold his money for him. Wherever you hide it, you'll know exactly how much he has and is unable to sneak-add money from other sources without your knowledge.
