I prefer tummy-to-tummy as well. Actually, cradle done properly is pretty darn safe too--the trick is that most people just put baby in sideways.
You start in t2t, and then shift baby's bum sideways, so that they're lying diagonally across the fabric and baby's head stays at the top rail. You should be able to completely support the spine and keep the airway plenty open.
I agree that lying a baby in cradle along the length of the fabric is wildly unsafe...
